Preheat oven to 350 degrees.
Grease a 8X8 or 9X9 square or round pan.
Combine flour, sugar, baking soda and salt.
Add the vinegar, vegetable oil, vanilla and water. Stir until mixture is smooth.
Add half of the mini chocolate chips and stir.
Pour batter into prepared pan and sprinkle remaining mini chocolate chips on top.
Bake for 30 - 35 minutes or until a toothpick inserted into the middle of the cake comes out clean. Cake should spring back in the middle when lightly touched.
Cool completely and frost!
