Preheat oven to 350. Line baking sheets with parchment paper.
Combine chopped chocolate and butter. Microwave in 30 second intervals until just melted.
Whisk together sugar, vanilla and salt. Whisk in egg. Stir in flour and baking powder. Fold in chocolate chips.
Place bowl in fridge for about 30 minutes to thicken.
Use a cookie scoop to make dough balls and place on lined baking sheet.
Bake for 10-12 minutes.
Sprinkle with sea salt.
